USINESS Streamlining artisanal business will create job opportunities

I remember when I visited Zakibiam Yam
Market in Benue State in the year 2000 . There I
saw women hawking drinking water with
earthenware pots. I lived in Kaduna at the time
and that appeared anachronistic compared to
what we had there . In Kaduna , water was hawked in
knotted cellophane bags . Sometimes , they had blocks in
them and the colder they were, the better they sold .
The only competition they had then was the
elitist Yankari Spring water . Soon enough , the
idea of better packaging and commercialisation
occurred to some entrepreneurs and they came
up with the ‘ pure water ’ idea where the water
was either bottled or packaged in stronger,
sealed cellophane bags to replace the merely
knotted ones .
Then , the leadership of National Agency for
Food and Drug Administration Control at the
time swung into action . On Network news every
night , we were shown clips of NAFDAC’ s team
pouncing on pure water factories , destroying
their products and sealing them up . The same
movies played out in the bakery and
confectioneries subsector where carcinogenic
additives were used as bread ‘ improver ’ to
make the loaves bigger and more profitable for
the owners of crude unsanitary bakeries .
Today , standard bakeries and pure water
factories now thrive on the ashes of the
artisanal ones of yesteryears whose operations
were hazardous and laborious , with
uninspiring prospects for growth and poverty
alleviation . I personally cringed each time I
watched those round - ups on TV and wondered
how many poor people would have lost their
livelihoods each time those makeshift factories
were sealed and products destroyed.
I reasoned that those businesses were mere
entrepreneurial responses to the needs around
and that instead of total destruction of
livelihoods, the operators should have been
educated and supported with training on
industry best practices to standardise their
operations . Fortunately , NAFDAC eventually got
it right . They accessed funds for massive media
education on the dangers of some of the
irregular practices of those business owners
and developed templates of environmental and
health expectations of businesses that produce
foods and beverages , including water . Some of
those templates can today be accessed online
by new entrants. It is better to help already
existing entrepreneurial efforts to get better ,
than to trample them and worsen the
unemployment and poverty crisis in the
country.
This approach is what currently sustains the
fisheries subsector of the economy. Before the
80 s , artisanal fisheries were poorly developed
but under the nation ’ s fourth development plan
and with the support of the Food and
Agricultural Organisation and the United
Nations Development Programme, the activities
of artisanal fishermen who now account for
over 80 per cent of Nigeria ’ s fish production ,
were upgraded in Nigeria ’ s six maritime states .
They are regulated to protect the environment,
deliver better dividends and yield better
returns to the economy . This approach can be
replicated in two critical subsectors of our
economy — oil refining and mining .
Artisanal trades are plied by entrepreneurs who
want to meet needs but may not have the
requisite technology and know - how with which
to fit into modern- day venturing expectations .
However , their businesses provide livelihoods
for them and sometimes for whole
communities.
At a workshop on sustainable mining
development in Nigeria in 2003 , Senator Sanusi
Daggash averred that instead of running down
the illegal miners as the profligates of the
mining sector , they should be praised for their
resilience as they have been the brains behind
some mineral finds notwithstanding their lack
of education and technology. He added that
their activities should be streamlined to
generate more revenue since they were
bridging an economic gap through their
activities .
Artisanal miners are the likes of the gold and
lead diggers in Zamfara and Niger States who
were in the news at different times a few years
ago because of lead poisoning in their
communities. They had been excavating the
earth for the minerals, washing their finds in
their streams and refining them in their homes
with mercury using household utensils. The
proceeds from these activities provided
livelihoods for dwellers but also triggered a
disease epidemic . They were economically
valuable entrepreneurs who lacked the right
technology and approach to a trade that could
yield much more for them and their
environment if they could adopt standard
methods of operation and have exposure to
markets.
A clip monitored by this writer on a Gold
Refining facility mounted by Nasaman Gold
Processing Project in Kogi State gives an insight
into how a little investment can make a
difference in the lives of artisanal workers in a
community. In the documentary , some of the
artisanal miners who brought their products for
refining explained that they made more money
and saved time , instead of continuing with
their hazardous methods . Such resource - based
facilities can keep young people productively
engaged within their communities while
generating revenue with which to pay for
better living standards including education and
healthcare .
Nigeria continues to seek alternative sources of
revenue and employment generation but I do
say that the artisanal operators in diverse
sectors of the economy , including the
subsistence refiners of crude oil in the Niger
Delta , who provide consumer fuels in those
rural communities, may hold the key .
Government can invest in standardising and
expanding their operations such that they can
adopt safer methods , employ more people and
generate additional revenue for the economy

Rubella is usually a mild disease ,but infection during pregnancy may cause severe congenital disorders particularly eye defect ,heart defect and deafness ,the virus is spread mainly by the air borne route with an incubation period of 2-3 weeks ,and infectivity from 1 week before symptoms until 1 week after the rash appears .
A maculopapular rash occurs on the face and trunk with mild fever ,occipital lymphadenopathy and sometimes transient arthralgia , similar rashes may occur with enteroviruses and parvo viruse infections . Rare complications are encephalitis and thrombocytopenia . Treatment is generally symptomatic , if there is concern about rubella infection in pregnancy aspirate blood for viral antibody levels and arrange urgent follow up by the obstetrician

Quit Notice : We Are Leaving – Igbos In Bauchi

Some Igbo residents in Bauchi State have reacted to the Coalition of Northern Groups (CNG)’s withdrawal of the quit notice handed down to the Igbo living in the North, insisting that they already had their minds made and would leave the region.
Speaking with Daily Sun in Bauchi, on Friday, they stressed that they are leaving before the October 1 quit notice issued to them saying that as far as they are concern the quit notice still stands.
One of them, IK Iloanya, a businessman, said Thursday’s stance by the northern youth did not appease him to stay back.
Iloanya, from Agwu Local Government Area of Anambra State, said: “As far as I am concern, the quit notice still stands. I still stand on the quit notice. I am ready to forfeit my house and other property to leave before October 1”
Another Igbo resident, Jerry Ikechukwu, a spare parts dealer at Bakin Kura, said he has conclude plans to leave Bauchi and return after a week when he is sure that there would be no trouble.
Ikechuwku, an indigene of Aniocha Local Government in Anambra State, said but for prominent northern leaders like the Sultan of Sokoto
Sa’ad Abubakar and the Emir of Bauchi, Dr Rilwanu Adamu. who personally came out to say that nothing would happen to Igbos, he would have left as soon as the notice was issued.
“I expected President Buhari to say something about the issue in his recent speech but did not but I am leaving and may return when I am sure the coast is clear,” Ikechuwku said.
Saturday Sun reliably gathered that there is still tension and apprehension among Igbo residents
Our correspondent discovered that a lot of Igbos residents had either sold or lease their properties, including Hotels, houses and business premises.
“Almost all the Igbo people in my yard are going,” said Olu, a Bauchi resident.
But others like Vera Udeh, and Chika Onwuka, said they are not leaving Bauchi.
“I thank them for not asking us to leave again. As for me and my family, we are staying. When it is time to go, we will go because nobody forced me to come to Bauchi,” Onwuka said.
Henry Nduagube, a spare parts dealer, said that there had been tremendous pressure from his kinsmen in Ezeagu local government of
Enugu State, for him to leave the north before the October 1 dealine “Thank God for the new development. I was confident that nothing will happen to us (Igbos). I have made up my mind that I will not leave the north. I am not going anywhere,” said Nduagube, who has lived in Bauchi for over 16 years.
Another resident, Vincent Okonkwo, from Nnewi , said he didn’t see any reason why Nigeria should break up.
“I have been in Bauchi for 28 years. I don’t plan to go anywhere because I remain a Nigerian,” Okonkwo, said.
The Eze Igbo of Bauchi, Igwe Jude Umezika, expressed happiness with the northern youth for rescinding the October 1 quiet notice.
Umezika particularly commended the Vice President Yemi Osibanjo, for the way he handled the situation, saying it calm frayed nerves.
“Any Igbo man thinking of going should drop the idea because the quit notice has been dropped,” he said.
Speaking with Saturday Sun, the Igwe appealed to religious and traditional rulers in the north to come together and sue for peace.
“I call on them now that the quit notice has been dropped, to go round and preach peace
“Igbos have no problem with our host community and don’t support anything that will lead to break down of the peace we enjoy”
He was optimistic that the role played by the Emir of Bauchi, Alhaji Dr Rilwanu Adamu and the Governor of the state Barrister Mohammed
Abubakar would engender lasting peace.
The Igwe said: “I trust the Emir of Bauchi who raised his hands to heaven that as long as he is alive, his time would witness peace.
“We also thank Governor Abubakar because he is someone that if you are aggrieved, when he talks to you, you will feel better and change your mind about what you planned to do”

You must have the minimum JAMB cut off mark 120 to enter the Nigerian Universities. As for JAMB cut off mark for polytechnics and colleges you should have 100. At the same time, if you want to get an education at innovative, enterprising institutes, your minimum score must be 110.
Remember! Higher institutions reserve the right to increase the JAMB 2017 cut off mark above the minimum accepted by JAMB.
In addition, admission into higher institutions with UTME exam 2017 should be completed on January 15, 2018. As for the private institutions, the deadline is January 31, 2018.
Decisions about admission of candidates into their first choice of institutions will be concluded by October 15, and for the second choice candidates, the deadline is December 15. After that, students will get the chance to make any changes and this must be completed before the January closing dates.
These decisions were adopted at the 2017 Combined Policy Meetings on Admissions into Tertiary Institutions in Nigeria which took place on Tuesday.

Mr. Is-haq Oloyede (the JAMB Registrar) mentioned that a Central Admission Processing System (CAPS) would be adopted to regularize the processes of admission into institutions
The JAMB Registrar also added that schools could also make use of the dual mode system. In this case, both manual and the newly introduced CAPS can be adopted.
He also noted that the candidates who chose to study Agriculture in higher institutions were low while those who wanted to study Medicine and Sciences increased this year.
As for illegal admissions, Is-haq Oloyede said that the admission process is automatic and all candidates must be approved by the JAMB Registrar.
Nearly 17,160 students have gotten admission into school without JAMB in Nigeria.
Mr. Adamu Adamu, the Minister of Education, declared a cancellation of the ban of Post-UTME examination as a premise for entering universities and polytechnics.
He marked that post-UTME banning caused a lot of rules’ violations both by candidates and institutions.
After the ban cancellation, schools could now conduct exams freely, and examination fee must not be more than 2000 Naira.
The Minister also assured that a high number of candidates who took part at the 2017 UTME would enter the higher education institutions this year.

No admissions into Nigerian Universities beyond October 31 -- Ministry of Education

A group, the Education Rights Campaign, ERC, has demanded for a reversal of the new cut-off marks set by the Joint Admission and Matriculation Board, JAMB.

The board had with the approval of vice chancellors, provosts and rectors of all Nigerian institutions on Tuesday set the cut-off marks as 120 for degree awarding institutions, 100 for monotechnics and polytechnics and 110 for innovative enterprising institutes.

Until the review, the marks were 180 for degree awarding institutions and 150 for the others.

The ERC said in a statement signed by its national coordinator, Hassan Soweto, and secretary, Ibukun Omole, that lowering of cut-off mark cannot solve the existing crisis in the education sector especially in primary and secondary schools.

“This collapse of quality education at secondary school level is no doubt the outcome of the policy of underfunding and education privatization pursued by successive governments over the last three decades which saw a boom in establishment of private schools many without any real facility nor quality teachers, a variety of which is beginning to manifest at the tertiary levels today.”

According to ERC, by lowering the cut off marks, JAMB is effectively preparing the ground for another crisis in the medium and long term.

“If the quality of education continues to worsen as it definitely would if government fails to step in with more funding, it is only a matter of time before candidates are unable to make 120 cut-off marks. If this happens, would JAMB lower it to 50?”

The group said the proper way to rectify this problem is reversing the underfunding and privatisation of primary and secondary education through government massive investment in public schools.



ERC said the government must begin to rebuild decayed school infrastructures across the country, establish new schools and employ more teachers and support staff with improved remunerations.

ERC noted that ‘there is a motive’ behind JAMB’s lowering of the cut off marks while referring to the JAMB registrar, Ishaq Oloyede’s justification for the reduction as off the mark and weak.

Oloyede had earlier gave a defence: “30 per cent of those in higher institutions do not take JAMB or have less than the cut off marks. The admission process is now automated with direct involvement of the registrars of JAMB for final approval. We have agreed to regularise admissions that were done under the table this year. From next year we will not accept anything like that.”

ERC said private tertiary institutions are the usually culpable in this kind of lawlessness because they are often under-subscribed and are always cutting corners to increase their intake.

ERC said it rejects this attempt to ‘legalize illegality.’

“We demand the names of the institutions that engaged in unlawful admission of candidates to be publicly disclosed and duly penalized.”

“We wish to tell JAMB Registrar that JAMB is a public institution funded by tax payers monies and that he was appointed to act in favour of the interests of the general public and not private interests,” the group said.

Stasis Dermatitis

Dermatitis is a term used to describe irritation of the skin with scaling, rough or dry skin, redness, itching, and sometimes oozing, crusts, and erosions. Stasis is a term used to describe leg swelling seen in conditions of poor circulation and fluid buildup.

Stasis dermatitis is skin irritation and breakdown due to the fluid accumulating under the skin.

Stasis dermatitis can be due to venous insufficiency (vein valve malfunction), heart failure, and other conditions that cause swelling, usually in the legs, but sometimes in other areas as well.


Who's At Risk
In the US, stasis dermatitis occurs in 6–7% of those over the age 50. The risk of developing stasis dermatitis increases with age. Women are slightly more likely to be affected, perhaps due to the effect of pregnancy on the leg vein system.

When seen in younger people, it is usually due to surgery, trauma, or a history of deep vein blood clots or repeated infections.

Signs and Symptoms
Itching and red, dry areas are usually the first signs of stasis dermatitis. The inside ankle area is often first affected, gradually involving the lower leg up to the knee. The skin may appear shiny or have reddish-brown patches.

Swelling (edema) is usually present, but in chronic cases of stasis dermatitis, there is gradual tightening and scarring of the skin leading to hard and sometimes tender areas.

In severe cases of stasis dermatitis, the skin breaks down with oozing, crusted areas and ulceration. White, shiny scars are often left after healing.

In long-standing cases, there may be significant thickening and darkening of the skin from rubbing.

Self-Care Guidelines
The most important step is to correct the underlying problem causing the fluid buildup. It is also important to understand that the condition is usually a chronic one requiring ongoing care for the rest of one's life.

If the stasis dermatitis is mild and clearly related to leg swelling, which is minimal upon arising in the morning but worse after a day of standing, simple measures can assist the veins and reduce the chance of progression of the disease, requiring medical care.

These steps include:

  • Wearing elastic support hose (worn to at least knee height) should be put on in the morning upon arising. Many non-prescription and attractive styles are available for men and women. Although they are initially tight, discomfort is less as the swelling is controlled.
  • Raising the legs above the level of the heart when sitting reduces fluid buildup.
  • Applying 1% hydrocortisone cream (available over the counter) to the red, itchy areas twice daily.
  • Practicing a proper skin-care routine, which includes using only mild soaps or cleansers and applying a moisturizer (such as petrolatum) after each bath on the legs.
  • Avoiding the use of other creams or topical antibiotics, as allergic reactions are common.
Treatments Your Physician May Prescribe
The doctor will do an exam to determine the cause of the swelling; vein studies may be suggested and, rarely, a culture or skin biopsy may be done. Compression stockings (a specially designed stocking that applies pressure to the leg to prevent fluid from pooling) may be recommended.

Stronger corticosteroid creams may be used for short periods (not prolonged periods, however, due to the possible thinning of the skin from chronic use). Infection may be treated with oral or intravenous antibiotics. Oral medications may be used to control heart failure or reduce the

Condom-clogged toilet leads to discovery of prostitution ring

A public waste pipe that burst open has led to the discovery of a prostitution ring that has been farming out victims for illicit sex .
Those behind the prostitution ring were arrested at a massage parlour after a pipe that was clogged with hundreds of used condoms tipped off the security agents that something illegal was going on .
According to an arrest affidavit that was filed on Tuesday , authorities were told by the company that manages the property that the massage parlour might also be offering prostitution services to its customers .
Other tenants in the building had also voiced their suspicions ; and the condoms in the blocked pipe might be the eloquent testimony to their suspicion .
According to the prosecution, one of the owners of the business , a woman, was stopped by security at the international airport two days before the pipes were discovered, with $ 30 , 000 in cash wrapped up in several duct - taped bundles .
She told police she had saved the money in order to have a medical procedure in China .
She was eventually allowed to board the plane, but left a phone number that was connected to an advertiser’ s account that had advertisements for sexual services under the name “ Jade Massage . ”
When officials conducted a raid on that location, they found the woman in a room with a naked man and another woman in a separate room with a naked man .
The woman and her husband , who is listed as a co- owner of the business , face charges of engaging in organised criminal activity and money laundering .
The incident , which happened in Austin, USA , is still being investigated .

Man tricks girlfriend into prostitution in UAE

The National Agency for the Prohibition of Trafficking in Persons has arrested one Ozigi Abdulkarim for allegedly luring his 19 - year- old girlfriend into prostitution in Abu Dhabi , United Arab Emirates.
NAPTIP said in a statement by its Head, Press and Public Relations , Josiah Emerole , that the victim was recruited from Gwarimpa , Abuja , by Abdulkarim and two others – Ngozi Ani and Princewill James – for onward transfer to an alleged trafficking kingpin , Rita Ani , in the UAE .
According to the agency , the suspects prepared her travel documents , took her to Ogbomoso , Oyo State , where an oath was administered on her before the journey.
It said two other suspects – Benson Emmanuel and Philip Joshua – were associates of the other four and played one role or the other in the movement of the victim .
It was learnt that when the victim arrived in Abu Dhabi , she was forced into prostitution for four years by Rita under excruciating conditions, including “ flogging and insertion of hot boiling ring into her private parts whenever she did not make enough money a day . ”
The suspects , it was learnt , were arrested by operatives of NAPTIP in two operations in Gwarimpa , Abuja ; and Ibadan , the Oyo State capital .
It was learnt that Rita , the prime suspect , who recently returned home to perform her traditional marriage rites preparatory to moving to the United Kingdom with her fiancé , was arrested in Ibadan by the newly established NAPTIP- Rapid Response Squad .
The statement added , “ NAPTIP has arrested six persons , including a 25 -year - old Abu Dhabi based Rita Ani , for the trafficking of girls from Nigeria to the United Arab Emirates to engage in forced prostitution .
“ Rita belongs to a network of Nigerian traffickers based in Abu Dhabi who engaged Nigerian girls in international prostitution in that country.
“ The other five are Rita ’ s elder sister, Ngozi Ani (aka Princess ) , Ozigi Abdulkarim , Princewill James , Benson Emmanuel and Philip Joshua ( aka OJ ) .
“ While investigations are ongoing , the suspects have made very useful statements concerning the case . Chinyere also confessed to having more girls working for her in the UAE . They will soon be charged . ”
The Director- General of NAPTIP, Julie Okah- Donli, commended the operatives for smashing the network , adding that the agency would smoke out human traffickers to face justice no matter their hideouts .

The police in Akwa Ibom State on Wednesday shot a resident for allegedly picking stolen money which dropped along Wellington Bassey Way , Uyo.
Our correspondent gathered that a three- man gang had snatched the money from occupants of a government - owned car .
The gang was reportedly moving the money into a getaway vehicle seized from a female motorist , when some of the cash fell on the road .
A witness , Mr . Joe Inyang , said , “The people who owned the money were in a Toyota Camry with a government number plate , AK 705 C01 . They appeared to be coming from one of the new generation banks , where they withdrew the huge amount.

“ As their driver was going through Paul Bassey Street, he noticed the robbers , who were in a Toyota Corolla . They were on his trail .
“ As he tried to link Brooks Street , he rammed the vehicle into an oncoming Toyota Camry . It was then that the robbers blocked access to the government car .
“ At that point , the robbers seized the vehicle and started shooting continously into the air . They shattered the boot and doors of the car with bullets to get access to the money , which was in Ghana- Must - Go bags .
“ It was in the process of moving the money into another vehicle they seized from a woman that some residents scrambled for the fallen cash . The man the police shot rushed out of his office to pick the cash which littered the road . ”
The woman whose car was used as a getaway by the robbers ; the man who sustained gunshot injuries; and the driver and other occupants of the government vehicle , were seen by our correspondent at the ‘ A Division ’ of the state police command on Wednesday .
A resident , who did not want his name in print , told PUNCH Metro that the robbery could not have occurred without the involvement of people in government or the bank, adding that the money could not be less than N50 m .
The Commissioner of Police in Akwa Ibom State , Mr . Mu ’ azu Zubairu , did not answer calls that were put across to his telephone . He did not also respond to a text message sent to his line .
The Police Public Relations Officer , Mr . Chukwu Ikechukwu , when contacted , said he was not in the state .
